On April 19, 2000, the Texas Commission on Environmental Quality (TCEQ) adopted a revision to the Texas State Implementation Plan (SIP). These revisions served as the required next step in the attainment demonstration planning process for the Beaumont–Port Arthur (BPA), Dallas–Fort Worth (DFW), and Houston-Galveston-Brazoria (HGB) ozone nonattainment areas. Key Changes: This SIP revision modifies the vehicle inspection and maintenance (I/M) program to include on-board diagnostic checks and acceleration simulation mode test equipment or its equivalent. The I/M program is one element of the control strategy to reduce emissions of ozone precursor compounds necessary for the counties included in the DFW, El Paso, and HGB ozone nonattainment areas to be able to demonstrate attainment with the national ambient air quality standards for ozone.
