On December 6, 2000, the TCEQ adopted a revision to the Texas State Implementation Plan (SIP) to the Vehicle Inspection/Maintenance Program as applied in the Houston-Galveston-Brazoria area. This page provides information on this revision to the SIP.

EPA Approval Date: 11/14/2001 (66 FR 57261 )
Key Changes: This revision modified the vehicle inspection and maintenance (I/M) control strategy to:

  • include onboard diagnostics checks and acceleration-simulation-mode test equipment and
  • extend the program to all eight counties in the Houston-Galveston-Brazoria ozone nonattainment area.

The rules are necessary to reduce emissions of oxides of nitrogen (NOx) sufficiently for the counties included in the HGB nonattainment area to be able to demonstrate attainment with the national ambient air quality standard for ozone.

The amendments also incorporate program changes which will apply in all I/M program areas.
