Registering for the Aboveground Storage Vessel Safety Program: Required Information

This page outlines the required information for submitting an Aboveground Storage Vessel Safety Program registration in STEERS.

Facilities subject to the Aboveground Storage Vessel Safety (ASVS) Program in Title 30, Texas Administrative Code, Chapter 338 must register their facilities using the State of Texas Environmental Electronic Reporting System (STEERS) by September 1, 2027. Registration via STEERS will be available prior to September 1, 2027, to allow facilities time to register all existing ASVs. TCEQ encourages any facility regulated under 30 TAC 338 to register early to ensure compliance with the registration requirement prior to the deadline. Failure to register by the deadline may result in violations.

Who Should Submit the Registration?

The regulations in 30 TAC 338.20(c) require the owner, operator, or an authorized representative to submit the registration. TCEQ recommends that the person who submits the registration be listed as the primary contact on the registration. This will help ensure that TCEQ contacts the appropriate party.

What Information Do I Need?

Before registering an ASVS in STEERS, you will need to gather some information. Use this page to help you prepare. We recommend you download the Required Information Worksheet and the Vessel Import Spreadsheet Template to help collect the required information.

Facility Information (Regulated Entity)

STEERS will provide you with the three options listed below to indicate your facility location:

  1. Enter the Regulated Entity number (RN) if the facility has already been assigned an RN.
  2. Enter a known authorization number (permit or registration number) already issued for the same facility.
  3. Enter the following information to see if the facility is already registered with TCEQ:
    • Facility name
    • Physical address
    • City
    • State (Only facilities located in Texas require an ASVS registration.)
    • Zip
    • County

You will also need to provide the facility’s:

Customer (Applicant) Information (Owner/Operator)

STEERS will provide you with the four options listed below to indicate the company (customer) that is the owner and operator of the facility:

  1. Choose a customer that has already informed TCEQ that they do business at this site.
  2. Enter a Customer Number (CN) if the company has already been assigned a CN.
  3. Enter a known authorization number (permit or registration number) already issued for the same company.
  4. Enter the following information to see if the company is already registered with TCEQ:
    • Ownership type as filed with Texas Secretary of State (for instance, corporation)
    • Legal name as filed with Texas Secretary of State. You will need to certify that the full legal name of the entity applying for this registration has been provided and is legally authorized to do business in Texas.
    • Federal tax ID
    • State franchise tax ID
    • Texas Secretary of State filing number

Indicating the Owner and/or Operator

  • You will need to indicate whether the business associated with this facility is the Operator, Owner, or both Owner and Operator.
  • If the owner does not have a contract with a third-party operator, the owner should indicate themselves as the operator.
  • If each facility/registration has different owners and operators, an individual site or location tied to a single regulated entity may require multiple facilities/registrations.

You need to provide the following contact information for the Owner and Operator:

Billing

If you provided a separate customer for the owner or operator roles, you will need to indicate whether the owner or operator is responsible for fees incurred for the registration. You will also need to provide the following billing contact information:

  • First name
  • Last name
  • Title
  • Mailing address
  • Routing (optional, such as Mail Code, Dept., or Attn:)
  • City
  • State
  • ZIP
  • Phone number
  • E-mail

Primary

For the primary contact, you will need to provide the following contact information for the facility manager or other high-level official at the facility who will receive communication about the registration and investigations.

Safety Manager

For the Safety Manager contact, you will need to provide the following contact information for the safety manager or other staff at the facility who have knowledge of the facility's safety measures and compliance with the ASVS standards.

Additional Facility Information

You will need to indicate whether the facility is a petroleum refinery, a petrochemical facility, or a bulk storage terminal . If your facility is neither of those, the facility does not require registration under the ASVS program.

You will also need to indicate whether:

  • Any vessels in the facility boundary that meet the volume threshold of 21,000 gallons (500 barrels.)
  • Any of the vessels that meet the volume threshold store a regulated substance.
  • Records for the regulated vessels are stored at the facility or off-site.

If the records for the regulated vessels are stored off-site, you will need to provide the following information for the location of the records:

  • Address
  • City
  • State
  • ZIP

Vessel Information

Use our Vessel Import Spreadsheet Template (Excel) to easily import vessel data into STEERS and see which information is needed. We recommend that you use this template to register and track vessels subject to the ASVS program. You may also enter vessel data directly into STEERS.

About Required Vessel Information

  • Vessel identification number: This is a unique identifier for each vessel.
    • The vessel identification number must have a maximum of 10 alphanumeric characters.
    • The vessel identification number may match the identifier on the vessel or the identifier used by the facility if it does not exceed 10 alphanumeric characters.
  • Vessel construction date: Indicate the date the vessel construction was completed. If unknown, enter the first date known or the best approximation of the date.
  • Operation start date: If unknown, enter the first date known or the best approximation of the date. The operation start date must be after the construction date.
  • Nominal design capacity: The design capacity is the maximum working fill capacity or overfill level height of the ASV (30 TAC 338.2 ). List in barrels or gallons.
  • Construction material: You will need to select one of the following.
    • Concrete
    • Fiberglass
    • Other non-earthen material
    • Plastic
    • Steel
  • Applicability and compliance with the standards: Indicate at least one standard. You may request a waiver of a standard when you register if compliance with a standard is not technically feasible.
    • 40 CFR Part 112
    • 40 CFR Part 68
    • API Recommended Practice 2001
    • API Standard 2350
    • API Standard 650
    • API Standard 653
    • NFPA 30 Section 22.4
    • NFPA 30 Section 22.8
  • Planned certification date: If a vessel does not comply with all applicable standards, you must indicate the date when the facility plans to comply with the standards. The date must be prior to September 1, 2037 since that is the deadline for compliance with the safety standards.

Tips for Using the Vessel Template

  • The column headers in row 1 contain notes with valid values for the fields.
  • For columns with dropdowns, only the values listed will import properly.
  • List one vessel per row.
  • Columns A-G and Q-S are required. You will have errors if cells in those columns are left blank.
  • Columns H-O:
    • If a standard does not apply to a vessel, leave the cell blank.
    • If a standard applies but the vessel does not yet meet the standard, indicate "Applicable". 
    • If the vessel meets the standard, indicate "Compliant".
    • If the vessel cannot meet the standard due to technical infeasibility, indicate "Waiver".
  • If you indicate that all applicable standards are compliant in columns H-O, choose “Yes” in column Q.

Certification and Waiver Documentation

If a vessel complies with all applicable standards, you must provide a compliance checklist (coming soon).

When requesting a waiver, you must provide documentation supporting the waiver request. STEERS allows you to upload documentation pertaining to an individual vessel or to multiple vessels. The documentation must clearly indicate which vessels the documentation applies to.

Fees

STEERS will list the fees applicable to each vessel and for the entire facility. Your registration will have a pending status until your payment has been received.

  • If you register prior to the September 1, 2027 registration deadline, you do not need to pay the registration fee when you submit your registration. Your facility will be invoiced for the total fee after November 1, 2027.
  • If you register after September 1, 2027, you will need to pay the fee when you submit your registration in STEERS.
