TPDES General Permit TXR040000 authorizes the discharge of storm water to surface water in the state from small municipal separate storm sewer systems (MS4s).

EPA's Central Data Exchange (CDX) : This general permit requires that MS4 submits forms and reports electronically. The following forms are available once users have created a CDX account and requested access to NetMS4, the following forms and reports may be accessible:

  • Notice of Intent (NOI)
  • Waiver Certification Form
  • Notice of Change (NOC)
  • Annual Report Form

If you don't have a computer or internet access, if you need training, or have a religious objection to electronic reporting, you may request a waiver from the electronic reporting requirement.  Waivers and paper forms may be obtained by contacting the Stormwater Program at 512-239-4671.
