El Paso County International Transport Demonstration
Background on the demonstration.
TCEQ created a demonstration showing that El Paso County would have attained the 2015 eight-hour ozone National Ambient Air Quality Standard (NAAQS) by the marginal attainment date of August 3, 2021 “but for” international contributions from neighboring Ciudad Juárez in Mexico. The federal Clean Air Act (FCAA) §179B(b) retrospective demonstration, accessible via the link below, describes the technical analyses that support the TCEQ’s conclusion. The demonstration was sent to EPA for approval on February 28, 2022.

TCEQ posted this demonstration for written public comment on Friday Dec. 17, 2021. All comments received prior to 5:00 PM Central Standard Time on Jan. 21, 2022 or postmarked by Jan. 21, 2022, were submitted to the Environmental Protection Agency along with the final demonstration. No public hearing was held for this action.
