Public Hearing, April 20, 2006, on TCM Substitutions for Houston-Galveston-Brazoria
The Houston-Galveston Area Council and the Texas Commission on Environmental Quality initiated a process to substitute certain transportation-control measures enacted in the State Implementation Plan for the eight-county Houston-Galveston-Brazoria nonattainment area.
Public Hearing
The TCEQ held a public hearing on the measures Thursday, April 20, 2006, at the Houston-Galveston Area Council. The hearing was structured for the receipt of oral and written comments from interested persons. Individuals presented oral statements when called upon in order of registration. There was no open discussion during the hearing; however, a TCEQ staff member was available to discuss the proposal 30 minutes before the hearing and answered questions before and after the hearing.
Substitution Process
As provided by state rule, the commission and an area’s transportation-planning organization initiate a process that includes convening a working group to consider each measure and a public hearing that follows a 30-day public comment period.
