Funding is Available for Lead Service Line Inventories and Replacements

March 2023 – The Texas Water Development Board (TWDB) is accepting applications for funding Lead Service Line Replacement projects and activities directly related to identifying, planning, and replacing lead service lines. This funding is part of the state’s Drinking Water State Revolving Fund (DWSRF).

Funding Application

Eligible applicants can apply by submitting a completed Project Information Form by email to DWSRF@twdb.texas.gov. Submit completed forms by midnight CST, Tuesday, May 23.

Eligible Applicants

  • Existing community public water systems (PWSs), including political subdivisions, nonprofit water supply corporations, and privately-owned community water systems
  • Nonprofit, noncommunity PWSs
  • State agencies

Applicants’ project areas must also meet the new disadvantaged criteria specific to the LSLR Program, as outlined in Appendix D of the draft Drinking Water State Revolving Fund Intended Use Plan for Lead Service Line Replacement Funding .

Submitting Your Inventory

Community and nontransient noncommunity water systems with service lines (public or private) connected to the public water distribution system must submit initial service line inventories to TCEQ by October 16, 2024.
