TEEA 2025 Winner: Pollution Prevention
In 2022, the city of San Antonio took a bold step toward sustainability by adopting a deconstruction ordinance, a key initiative that ensures certain demolition projects are no longer a burden on landfills. Instead of being discarded, materials are now salvaged for reuse, creating a new life for what would have been waste. This progressive ordinance came after four and a half years of community-driven input, education, and collaboration, showcasing the city’s commitment to listen to its residents and stakeholders.
The heart of the city of San Antonio’s Deconstruction and Circular Economy Program lies in its vision to transition the city into a circular one—where construction and demolition waste are seen not as trash, but as valuable resources. Through the repair, reuse, and reimagining of existing building materials, the program fosters local economic, cultural, and social prosperity, creating a sustainable future for all.
The program operates through three main pillars:
- Policy: The program is administering the city’s Deconstruction Ordinance, which includes houses built in 1945 and earlier to be deconstructed for material salvage and reuse.
- Material Reuse: The program makes use of the city’s Material Innovation Center, a hub for recovering and redistributing reclaimed building materials. Here, what was once waste is transformed into valuable resources for community-driven projects and new construction.
- Community Education: By offering workshops to upskill deconstruction contractors, partnering with local colleges and universities, and connecting architecture and construction students to real-world projects, the program is equipping the next generation of builders and environmental leaders with the knowledge and hands-on experience needed to advance building material reuse.
Thanks to this comprehensive approach, the program has diverted over 500 tons of construction and demolition materials from local landfills, giving these materials a second life while fostering innovation in sustainable building practices. Through these efforts, the city of San Antonio is not only reducing waste but also nurturing a culture of reuse and sustainability that can inspire other communities to follow suit.
