2023 Amendment to the Concrete Batch Plant Standard Permit

TCEQ is amending the Air Quality Standard Permit for Concrete Batch Plants. We’re offering stakeholder meetings so you can learn about the proposal and provide input, and a public comment period on the proposed standard permit.

Public Notice of the Proposed Standard Permit

Notice of the draft standard permit will be published in the Texas Register, on this webpage, and in the newspapers of the largest general circulation in the following metropolitan areas: Austin, Dallas, San Antonio, and Houston.

How to Provide Input

Attend Stakeholder Meetings

Stakeholder meetings are an opportunity for the community to learn more about the proposed amendment from TCEQ staff and provide informal comments prior to the start of the formal standard permit process. While we will review all comments received, we will not formally respond to any informal comments.

  • Adoption Publication (Notice of Issuance) – December 15, 2023
  • Effective Date – As specified in the final permit

Rulemaking Process for the Standard Permit

  • Initiate project
  • Review standard permit and determine changes to be made
  • Conduct air quality analysis
  • Seek public participation
    • Stakeholder meetings
    • Publish in the Texas Register and newspapers
    • Hold public meeting
    • Receive public comments
  • Respond to all public comments in the Background and Executive Summary Document, which is included in the final standard permit adoption package
  • Standard permit to commission agenda meeting for decision
