2023 Amendment to the Concrete Batch Plant Standard Permit

TCEQ is amending the Air Quality Standard Permit for Concrete Batch Plants. In addition to the stakeholder meetings held in November, we are providing an opportunity for public comment and will conduct a formal public meeting to receive testimony. We will also hold an informational meeting to discuss the proposed amendment and answer questions.

The proposed standard permit will include an updated Air Quality Analysis.

Public Notice of the Proposed Standard Permit

Notice of the draft standard permit will be published in the Texas Register, on this webpage, and in the newspapers of the largest general circulation in the following metropolitan areas: Austin, Dallas, San Antonio, and Houston.

How to Provide Input

Stakeholder Meetings

Stakeholder meetings were held in Austin, Houston, and Arlington throughout November 2022. These meetings were an opportunity for the community to learn more about the proposed amendment from TCEQ staff and provide informal comments prior to the start of the formal standard permit process. While comments received during these meetings were reviewed, formal responses will not be provided.

Submit Formal Comments

Formal comments on the proposed amendment can be submitted in person or virtually during the public meeting or in writing during the extended 60-day public comment period, which ends on June 14, 2023.

Individuals may present oral statements when called upon in order of registration. To register, please email Rules@tceq.texas.gov by Tuesday, May 16, 2023, and provide the following information: your name, your affiliation, your email address, your phone number, and whether or not you plan to provide oral comments during the meeting.

Rulemaking Process for the Standard Permit

  • Initiate project
  • Review standard permit and determine changes to be made
  • Conduct air quality analysis
  • Seek public participation
    • Stakeholder meetings
    • Publish in the Texas Register and newspapers
    • Hold public meeting
    • Receive public comments
  • Respond to all public comments in the Background and Executive Summary Document, which is included in the final standard permit adoption package
  • Standard permit to commission agenda meeting for decision
