Annual Reporting for Used or Scrap Tire Transporters, Storage Sites, and Facilities

Transporters of used or scrap tires or tire pieces, and operators of scrap tire storage sites and facilities must keep records of used or scrap tire management activities using a manifest system, work orders, invoices or other documentation, and file annual reports.

Annual Reporting Period and Due Date

Annual Reports are based on the calendar year (January 1 to December 31).

Annual reports for calendar year 2024 are due Monday March 3, 2025.

Report Forms

If you are a registered transporter, you will need to submit a transporter annual activity report. If you operate a scrap tire facility or storage site, or both, you will need to submit a facility and storage site combined annual activity report. If you are a registered transporter and operate a facility or storage site (or both), you will need to submit both activity reports.

Frequently Asked Questions for the Annual Report

Yes, you must submit an annual report if you have an active registration even if you did not transport, process, or store scrap tires in the last calendar year. Complete Sections 1, 2, and 3 and return the annual report form to the TCEQ. If you are no longer in the business of transporting and/or managing used or scrap tires and would like to cancel your registration, please submit a completed Tire Registration Status Update (form TCEQ-20588).

Your TCEQ Scrap Tire Registration Number can be found on the letter requesting the annual report, by searching the TCEQ Central Registry, or by searching the list of Scrap-Tire-Active-Registrations.xlsx Microsoft Excel.

You can find your TCEQ regulated entity number and customer number by searching the TCEQ Central Registry.

The formula for converting tire pieces into tons is Total Weight of Tire Pieces (lbs.) / 2,000 = Weight in Tons

TCEQ uses 20 lbs. for passenger tires and 100 lbs. for off-the-road tires.

You may provide a spreadsheet with supplemental information, however the "Column Totals" in the annual report form must be completed for each section.

The TCEQ compiles data from annual reports submitted by registered scrap tire transporters and operators of scrap tire storage sites and facilities to obtain information on the scrap tire generation and disposition in the state including the end use market.
