TCEQ is soliciting public comment on the Draft 2026 Texas Integrated Report for Surface Water Quality for Clean Water Act Sections 305(b) and 303(d) beginning November 14, 2025.
Comments must be received no later than 5:00 pm on December 13, 2025. Public comment is particularly requested regarding the following:

Requirements for Content of Comments
Comments on proposed listings and changes in use attainment must be based on an analysis performed consistent with TCEQ’s Draft 2026 Guidance for Assessing and Reporting Surface Water Quality in Texas, and must include summary information demonstrating that the current or proposed listing status is inaccurate; for example, whether the water body is now attaining or not attaining the designated use.
The Draft 2026 Texas Integrated Report evaluates data primarily from December 1, 2017 through November 30, 2024. Data supporting public comments must be submitted in summary format and collected under a TCEQ-approved quality assurance project plan or equivalent quality system to ensure the data are of known and appropriate quality for this use.
Comments should be limited to the Draft 2026 Texas Integrated Report and changes to the Draft 2026 Guidance for Assessing and Reporting Surface Water Quality in Texas. TCEQ is not seeking comment on past assessments or guidance issues.

Response to Comments
TCEQ will make necessary changes to the draft report and bring the Draft 2026 Texas Integrated Report for Surface Water Quality before the Commissioners for approval to submit to EPA. A summary of the comments and responses will be posted on this Web site at a later date.
