Requirements for Wholesale Providers

If you provide water to another water system, by April 1 deliver to that system the information required by 30 TAC §290.272

  • Check Texas Drinking Water Watch for the list of systems you are connected to. If anything needs to be changed contact the PWS Inventory Team at PWSINVEN@tceq.texas.gov
  • You do not need to provide any results that are collected in your distribution. This includes bacteriological, lead and copper, disinfectant residual, disinfection by-products (trihalomethanes and haloacetic acids). You also do not need to provide nitrate or nitrite data as every system is required to collect these samples. Each purchasing system must provide its own data for these parameters.
  • Deliver the data to the receiving system(s) by April 1 of every year.
  • Certify to TCEQ that the required information has been delivered:
    • Complete the Certificate of Delivery
    • Send to TCEQ: Electronic submissions (recommended option) can be emailed to PWSCCR@tceq.texas.gov by May 1st or mailed to TCEQ at either address listed above.
    • A copy of the data given to the receiving system(s) is not required to TCEQ. Wholesale providers that are only certifying the provider delivery requirement will only need to fill out the Wholesale provider box area on the Certificate of Delivery. If the PWS did provide water, the "Date of Distribution" must also be filled out on the COD.

One Certificate of Delivery is required per wholesale provider PWS, even if that PWS has multiple receiving systems.

Step One: Drafting Your CCR:

Not a Community Water System? Stop here, a CCR is not required.

Important Note: The CCR Template you create using the Drinking water Viewer is not a complete report. You are responsible for ensuring the CCR you distribute to customers is correct and consistent with the compliance data submitted to the TCEQ. The CCR is due to your customers and TCEQ by July 1 of every year.

  1. Navigate to Drinking Water Viewer .
  2. Click on the button labeled "Consumer Confidence Reports (CCRs)" to focus the search. The "Search for:" section will  now be focused to search for CCRs..
  3. Enter the name of the water system into the field labeled "Water System Name" or enter the water system ID into the "Water System ID" field and click search.
  4. On the page that appears, under the "CCR" column, click the "Download" button to download the draft CCR.
  5. Once the CCR draft has been downloaded, you will need to fill out any information in the instructions below and add any additional language and/or data requirements that may apply to your system.

Wholesale Provider Table - If you purchase water from another system and are on a "limited" sample schedule (such as only monitoring for Lead/Copper, Nitrate, DBPs) you are required to include water quality data from your wholesale provider in your CCR. You may copy/paste your provider's water quality data tables into your report.

If timing and delivery requirements are met, systems may include their PN within the CCR, also known as annual drinking water quality report. EPA has resources for PWSs available on the CCR and PN Compliance help webpages.
  10. NEW  Lead Service Line Inventory
    • The report must include a statement that a service line has been prepared and instructions to access the service line inventory. This requirement applies to all systems (including system with a service line inventory that does not contain lead, galvanized requiring replacement, or lead status unknown service lines, known lead connectors or connectors of unknown material).
    • The drafted CCR has the beginning of the statement already in the report, however, the relevant information on where to find the inventory must be added by the system.
    • If the service line inventory is available online, the report must include the direct link to the inventory.

    5. TCEQ allows electronic delivery of CCRs to customers per EPA guidance .
