Dry Cleaner Fees

Fees for dry cleaning facilities, drop stations, property owners, and solvent distributors.

Dry cleaning facilities, drop stations, and property owners can pay their annual registration fees in full, on a quarterly basis, or using an installment plan. Pay fees online using ePay.

Dry Cleaning Facilities and Drop Stations

The following table shows the fee schedule for dry cleaning facilities and drop stations effective September 1, 2005.

Non-retail facility means a dry cleaning facility that does not accept payment directly from retail customers. Non-retail facilities should combine all revenue from associated drop stations when calculating their gross receipts.

Dry Cleaner Property Owners and Previous Dry Cleaner Property Owners

To be eligible for Dry Cleaner Facility Release fund benefits, a property owner or previous property owner must register with TCEQ and pay an annual registration fee of $1,500. Previous property owners do not need to register if they do not intend to receive fund benefits. Beginning January 1, 2008, TCEQ will bill for all past quarters and partial quarters since September 2007 and assess late fees at the rate of $100 per month until registration occurs.

Dry cleaner property owners and previous dry cleaner property owners must continue to pay registration fees while any corrective action under the fund is ongoing. If a property owner or previous property owner fails to pay registration fees while corrective action is ongoing, TCEQ can place a lien on the property for the costs of the corrective action plus the amount of unpaid fees that accrue during the period of the corrective action.

The use of perchloroethylene is prohibited at sites that have had corrective action completed using fund money.

Dry Cleaner Solvent Fees

Solvent distributors must collect a fee on the purchase of dry cleaning solvents (with the exception of carbon dioxide (CO2)) at certain facilities. The solvent fees are $20 per gallon for perchloroethylene ("perc") and $3 per gallon for other solvents.

The following table lists the types of dry cleaner registration certificates and whether distributors should collect solvent fees at a facility with the certificate type listed.
