Air GOP No. 514: Oil and Gas General Operating Permit

Information and documentation pertaining to Air Oil and Gas General Operating Permit No. 514.

NEW GOPs 511, 512, 513, and 514 are being revised and renewed. The public comment period is from April 24, 2020 through May 27, 2020. For additional information and to review the draft renewals, go to the Announcements for Title V Operating Permits webpage.

On October 15, 2015, the TCEQ issued renewed Oil and Gas General Operating Permits (GOPs) Numbers 511, 512, 513, and 514. On July 14, 2017, the TCEQ issued revisions to Oil and Gas GOP Numbers 511, and 514. The revised GOPs were proposed on January 27, 2017, and the public comment period closed on February 27, 2017. No substantive changes were made to the GOPs as a result of public comment.

Current permit holders are required to submit an application for a new authorization to operate (ATO) no later than October 12, 2017 if any of the emission units, applicability determinations, or the basis for the applicability determinations are affected by the revisions in the GOPs. If the revisions in the GOPs do not affect your site, a new ATO is not required. For information on how to submit an application for an ATO, please refer to the GOP Guidance.

The GOPs contain revisions to the qualification criteria to cover sites in Wise County under GOP Number 511 instead of 514. In addition, there are numerous revisions to the GOP permit tables. Please see the Statement of Basis document linked below for detailed information on the specific revisions to the permit tables. There have been no significant revisions to site-wide requirements, Compliance Assurance Monitoring (CAM) requirements, or Periodic Monitoring (PM) requirements of the GOP.

Any person affected by this action may petition the U.S. Environmental Protection Agency to make an objection; petitions must be filed no later than September 12, 2017.

Oil and Gas General Operating Permit for all Texas Counties Except for Aransas, Bexar, Brazoria, Calhoun, Chambers, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Gregg, Hardin, Harris, Jefferson, Johnson, Kaufman, Liberty, Matagorda, Montgomery, Nueces, Orange, Parker, Rockwall, San Patricio, Tarrant, Travis, Victoria, Waller and Wise Counties.
