Stormwater Stakeholders Group (SWSG)

Participation in the SWSG
The SWSG is open to the public. Anyone who is interested in stormwater permitting may attend and participate in SWSG meetings. The SWSG currently has representation from water associations, river authorities, academic institutions of higher learning, petroleum and chemical industry, electrical utility industry, agricultural industry, consulting firms, law firms, engineering firms, consumer groups, environmental organizations, public and private treatment plant operators and managers, municipalities, industries, government entities, and individual citizens.

The TCEQ has begun the process for the renewal of the TPDES Stormwater Construction General Permit, TXR150000, which expires on March 5, 2028. The TCEQ will hold a hybrid (in person and virtual) stakeholder meeting to present the preliminary proposed changes to the general permit and seek input from stakeholders during and following this meeting.
Free parking is available on the 4th floor of the parking garage located between Buildings E and F. If you are unable to attend in person, you may attend the Microsoft Teams meeting virtually or view the recorded meeting at a later date on the TCEQ YouTube page.
HOT Renewal of the Multi-Sector General Permit (MSGP), TXR050000
The TCEQ is in the process of renewing the TPDES Stormwater Multi-Sector General Permit, TXR050000, which expires on August 14, 2026. The TCEQ published notice of the proposed 2026 MSGP in the Texas Register and in the Houston Chronicle. The proposed 2026 general permit and fact sheet were made available for review as part of the 30-day public comment period. The public 30-day public comment period closed on December 15, 2025. TCEQ held a public meeting on December 15, 2025, at the close of the public comment period.
