Industrial and Hazardous Waste Permits: Mailing List Specifications
Provides guidance on preparing and submitting the mailing list required for most permit applications.
With the exception of Class 1 or Class 11 modifications, all permit applicants must submit with their permit application, the names and mailing addresses of all persons specified in 30 TAC §39.413 . The chief clerk of the TCEQ uses this list to mail the public notice. The list must be formatted as detailed on this page. You may submit it on a disc (preferred) or as 4 sets of printed labels on sheets with 30 labels to a page. The list should be updated before any required public notice is mailed.
Format Example
Capitalize each letter in the name and address, include no punctuation, and use the appropriate two-character abbreviation for the state. Block and space the list consecutively as shown below. This format is required by the U.S. Postal Service for machine readability. The example below shows the layout of a 30 label per sheet format for six mailing addresses.

Adjacent Land Owners Mailing List on Disc
You may submit the mailing list of adjacent land owners on a formatted compact disc using software compatible with Microsoft Office Word, as allowed by 30 TAC 39.405(b) . Please do not include any other interested party or elected officials as part of the adjacent land owners list.
Label the disc with the applicant's name and permit number. Within the file stored on the disk, type the permit number and applicant's name on the top line before typing the addresses (see example above).
Do not include anything else on a disc containing a mailing list. If you submit maps or other materials on disc with your application, do so on a separate disc.
