Composting Refund

Operators of municipal solid waste landfills may be eligible for a refund of a portion of the state fees collected by the facility if they implement an approved composting plan.

Texas Health and Safety Code, Chapter 361, Section 361.0135 and Title 30 Texas Administrative Code, Chapter 330, Section 330.677 establish that the operator of a public or privately owned municipal solid waste (MSW) facility may be eligible for a refund of up to 20 percent of the solid waste fees collected by the facility.

To be eligible for the refund, the operator of the facility must submit a composting plan to TCEQ and receive written approval of the plan, and provide quarterly reports of composting expenses and volumes of compost produced.
