Application Forms and Information
To apply for a permit or registration for a municipal liquid waste transfer or processing facility:
- Follow the permit and registration application procedures in 30 TAC 330.57 through 330.73
- Submit Documents Electronically
To streamline incoming document processing and review, please submit applications, reports, and other documents to the Municipal Solid Waste Permits Section electronically by email or via the TCEQ secure FTP site (TCEQ FTPS), in addition to submitting paper copies. - Use the
MSW Application Checklist
Provide electronic copy of completed checklist in Excel format with application - Complete the Part I Application Form
- Part I Application Form (Form TCEQ-00650), Instructions (Form TCEQ-00650-instr)
- Determine if a Public Involvement Plan is required, as include accordingly
- Public Involvement Plan (Form TCEQ-20960), Instructions for PIP Form TCEQ-20960
- If the application is for a permit or permit amendment, include an application summary
- Plain Language Application Summary (Form TCEQ-20947-instr)
- Complete the Core Data Form (Form TCEQ-10400)
- Use the outline for preparing a closure cost estimate to determine the amount of financial assurance required by 30 TAC 330.505
- Establish and maintain financial assurance in accordance with 30 TAC Chapter 37, Subchapter J , to cover the estimated closure cost
- Complete a Correspondence Cover Sheet (Form TCEQ-20714)
- Submit your completed Correspondence Cover Sheet, Part I form, Core Data Form, proof of financial assurance, MSW Application Checklist, Public Involvement Plan form, Plain Language Application Summary, and the application materials required by 30 TAC 330.57 through 65 to the TCEQ at the address on the application form
- Review air quality requirements and obtain any required authorizations
