Low-Volume Transfer Stations and Citizens' Collection Stations

Low-Volume Transfer Stations

A low volume transfer station (LVTS) is defined in Title 30, Texas Administrative Code, Subsection 330.3(85) [30 TAC 330.3(85)] as a facility used for the storage of collected household waste, limited to a total storage capacity of 40 cubic yards, and located in an unincorporated area that is not within the extraterritorial jurisdiction of a city.

The operator of a LVTS is required to notify the TCEQ and adjacent landowners of the intended operation, subject to the conditions in 30 TAC 330.11(f) .

Citizens' Collection Stations

A citizens' collection station (CCS) is defined in 30 TAC 330.3(20) as a facility established for the convenience and exclusive use of residents (not commercial or industrial users or collection vehicles), except that in small communities where regular collections are not available, small quantities of commercial waste may be deposited by the generator of the waste. The facility may consist of one or more storage containers, bins, or trailers.

The operator of a CCS is required by 30 TAC 330.11(e)(1) to notify the TCEQ of the intended operation, and comply with the operational standards in in 30 TAC 330.213 .
