- The NOx emission specifications apply to the following units placed into service before December 31, 1999:
- long wet kilns
- long dry kilns
- preheater kilns
- preheater-precalciner kilns
- precalciner kilns
- Mandatory NOx source cap requirements apply to portland cement kilns in Ellis County.
