In accordance with Texas Health and Safety Code 386.057 , the TCEQ is required to publish and submit to the Legislature a biennial report on the status of implementing the Texas Emissions Reduction Plan.
The TERP Biennial Report includes information on energy efficiency programs administered by the State Energy Conservation Office, the Public Utility Commission, and Energy Systems Laboratory (ESL) at Texas A&M University. The estimated emissions reductions from those programs are calculated and reported by the ESL to the TCEQ. A link to the ESL website listing the latest TERP reports and other information prepared by the ESL is provided below.
In accordance with the General Appropriations Act (GAA), Article VI, Section 27 (2023), the TCEQ is required to publish and submit to the Legislature an annual report on the cost effectiveness of each of the TERP programs.
The TERP Annual Report includes information on expenditures, number of projects, the estimated pollution reduced, and the cost-effectiveness of each program authorized as part of TERP that are spent out of the TERP Trust Fund.

RG-388: Guidelines for Emissions Reduction Incentive Grants
In accordance with Chapter 386, Subchapter C of the Texas Health and Safety Code, this guidance document explains the standards for ERIG grants issued under the TERP program for projects to improve air quality in areas of the state that do not meet certain air quality standards established by the Environmental Protection Agency.

RG-524: Guidelines for Seaport and Rail Yard Areas Emissions Reduction Program
In accordance with Chapter 386, Subchapter D of the Texas Health and Safety Code, this guidance document explains the standards for SPRY grants issued under the TERP program for projects to reduce emissions in and around seaports and rail yards in areas of the state that do not meet certain air quality standards established by the Environmental Protection Agency.

RG-484: Guidelines for New Technology Implementation Grant Program
These guidelines contain the criteria for grants under the New Technology Implementation Grant (NTIG) program, authorized under Texas Health and Safety Code Chapter 391 (THSC 391), Subtitle C, Title 5. The primary objective of the program is to offset the incremental cost of emissions reductions from facilities and other stationary sources in Texas.
