Air Quality Standard Permit for Temporary Public Works Projects

The Air Quality Standard Permit for Temporary Public Works Projects is authorized under Title 30, Texas Administrative Code (30 TAC) Sections 116.601-615 .

To determine whether your facility qualifies for this Standard Permit, first consider these screening questions:
- Will the concrete batch plant (A) occupy the designated site for no more than 180 consecutive days, or (B) supply concrete for a single project (single contract or same contractor for related project segments) but not other unrelated projects?
- Will the concrete batch plant be located in or contiguous to the right-of-way of the public works project it supports?
- Will the concrete batch plant comply with the following production limits:
- No more than 200 cubic yards in any one hour (truck mix plants);
- No more than 300 cubic yards in any one hour (central mix plants);
- No more than 350,000 cubic yards in any rolling 12-month period (any plant).
- Will the concrete batch plant comply with the standard permit’s limitations on operating hours or daily production, required setback distances, and other requirements?
If your facility meets the conditions of these screening questions, review the standard permit and its criteria for your situation. If your facility meets the applicable requirements and conditions, you may register this standard permit.

To Register This Standard Permit:
The PI-1S-CBP form is required for all concrete batch plant standard permit registration applications (Standard Permit 6024). The form includes the required checklists and tables.
- For registrations seeking authorization under the June 18, 2025, Standard Permit for Temporary Public Works Projects, complete the PI-1S-CBP (version 7.0). It includes all required tables and checklists. Version 7.0 is the current version of the PI-1S-CBP and is required for initial applications, amended applications, or renewals that opt to authorize under the Standard Permit for Temporary Public Works Projects.
- Submittal through STEERS is required. Submit all forms and required attachments electronically through STEERS.
Temporary Public Works Concrete Batch Plant Relocation
Effective May 1, 2025, all relocation and notification requests must be submitted through STEERS.
For relocation of a Temporary Public Works Concrete Batch Plant, owners or operators are required to notify the Air Permits Division at least 12 business days prior to locating at the site.
The following should be included in the STEERS submittal:
- APD Relocation/Notification Form, TCEQ Form – 20122
- Any supporting documentation demonstrating compliance with the relocation requirements of the standard permit (i.e. plot plan, area map, etc.)
No fees are required for relocation of a Temporary Public Works Concrete Batch Plant that meets the criteria of subsection (7)(A) of the standard permit.
