The Municipal Solid Waste Recycling Stakeholder Advisory Group was formed to receive input on ways to encourage recycling through minimal and streamlined authorization requirements while promoting and enforcing compliance under Title 30 of the Texas Administrative Code, Chapter 328, Waste Minimization and Recycling.

About the Municipal Solid Waste Recycling Stakeholder Advisory Group
The Office of Waste is seeking input on ways to continue to encourage municipal solid waste recycling while ensuring recycling facilities are properly authorized and operating in a manner that promotes TCEQ’s mission. The advisory group will focus on several key topics including:
- clarifying and strengthening authorization and exemption requirements to improve compliance,
- determining and adjusting adequate financial assurance amounts to ensure proper long-term care of a site,
- improving onsite material handling requirements to reduce environmental risks, and
- expanding reporting requirements to improve agency oversight.
The Municipal Solid Waste Recycling Stakeholder Advisory Group is a named member group of invited people with expertise in operating recycling facilities and interest in assuring compliance with requirements.
