Industrial and Hazardous Waste Fees

Learn about the Industrial and Hazardous Waste fees, payment requirements, and forms for waste management facilities.

Management Fee

HOT Beginning on October 1, 2026, you must submit Monthly Summary and Payment Reports (MSPRs) online through the State of Texas Environmental Electronic Reporting System (STEERS) instead of through forms. We will provide instructions for creating a STEERS account and completing your MSPR as it becomes available.

MSPR Reporting

Starting October 1, 2026, file your MSPR in STEERS for waste you managed in September 2026.

MSPRs are due on the 25th of the month following the month of activity reported. Operators of waste management facilities submitting late reports concerning the management of waste are subject to an assessment of late payment penalties and interest. (30 Texas Administrative Code 335.331(c)) (Health and Safety Code, 361.136)

After September 30, 2026 the following forms will no longer be available:

Waste Management Fee Rates

TCEQ will maintain the Industrial and Hazardous Waste (IHW) management fee at the current rates and will not proceed with the increase scheduled for September 1, 2023.

On June 1, 2023, TCEQ notified fee payers that IHW fees would increase for waste managed on or after September 1, 2023. However, a new law consolidated TCEQ’s dedicated waste management accounts. As a result, TCEQ will maintain the current IHW fee rates as listed in Table 1 (below). HB 3461 was signed into law [88th legislature] on June 13, 2023.

TCEQ will conduct a comprehensive evaluation of the waste-related fees and revenues and the level of agency workload related to each group of entities paying fees. Using this analysis, the agency, with stakeholder involvement and input, will develop a fee structure at an appropriate level of rates to generate revenue in proportion to agency workload and fee payer benefits to support a long-term, sustainable revenue source for waste programs.

TCEQ will continue to assess fees according to the current schedules, which became effective September 1, 2022:
