Sludge Transporter Registration

To register as a sludge transporter, submit the following form:

• Sludge Transporter Registration/Registration/Renewal/Update Form (TCEQ-00481). ( Instructions)

You must pay a $10 fee for stickers for each vehicle registered at the time of registration. We will also bill you for an annual fee ranging from $100-$500 based on the amount of waste hauled during the reporting period of June 1 to May 31 of each year. You can pay for both vehicle stickers and the annual hauling fee via electronic payments using TCEQ's ePay system. Go to instructions for making electronic payments for vehicle stickers.

If you have already registered with the TCEQ as a sludge transporter, you may need these forms:

• Sludge Transporter Registration/Registration/Renewal/Update Form (TCEQ-00481). ( Instructions) Use this form to update the name, address, disposal facilities, and/or vehicles on your registration. Submit updates within 15 days of any change.
• Annual Summary Report for Transporters of Municipal Sludges and Similar Wastes (TCEQ-00316). Use this form to report the amount of waste hauled. If you need to cancel your registration, fill out this form for the current reporting year and indicate that you would like to cancel your registration, including the last date you hauled waste.
• Application for Temporary Storage of Municipal Sludges (TCEQ-10340). Use this form to register temporary storage for the sludge wastes you transport.

To use TCEQ's ePay system to purchase vehicle stickers:

1. Go to https://www3.tceq.texas.gov/epay/.
2. On the right side of the screen on the next page, enter your name and your email and click the "OK" button.
3. On the next page under option 3, click the link for "WASTE".
4. On the next page under "Sludge", click the link for "SLUDGE TRANSPORTER STICKER".
5. On the next page, enter the fee amount. Pay $10 per motorized vehicle.
6. In the "Customer Name" field, enter the name of your business.
7. In the "Program Area ID" field, enter your sludge transporter registration number or "new" if you need to obtain a sludge transporter registration.
8. Click the "OK" button".
9. Submit both your 00481 or renewal form and a copy of the ePay email confirmation to TCEQ via only one of the methods below.
