Sludge Transporter Query

How to find information about sludge transporters in the Central Registry.

To find transporters in your area registered with the Sludge Transporter Program, follow these steps:

  1. Go to Central Registry’s Search by Facility/Site (Regulated Entity).
  2. Under the “Program” drop-down menu, select "SLUDGE".
  3. Fill in one or more of these fields:
    • Street Address (Site Address - you may enter part of the address)
    • County
    • RN Number (Regulated Entity Number)
    • RE Name (Regulated Entity Name)
    • Additional ID (Sludge Transporter Registration Number)
  4. Click the "Search" button.
  5. Click on the link in the "RN Number" column. 
  6. Find the Sludge Transporter's registration number under the "Permits, Registrations, or Other Authorizations" section of the page. Note that sludge application sites might also appear in the search. Sludge application sites have six-digit registration numbers that start with a 7, whereas sludge transporters have five-digit registration numbers starting with a 2.

Contact the Sludge Transporter Registration Program to find transporters of the specific types of sludge waste listed below. We will need to know your location and which type of sludge waste listed below needs transported.

  • chemical toilet waste
  • grease trap waste
  • grit trap waste
  • domestic septage (septic tank waste)
  • sewage sludge/biosolids
  • water treatment residuals

Sludge Transporter Registration

Information on the registration process and what documentation you will need to register as a sludge transporter.

To register as a sludge transporter, submit the following form:

You must pay a $10 fee for stickers for each vehicle registered at the time of registration. We will also bill you for an annual fee ranging from $100-$500 based on the amount of waste hauled during the reporting period of June 1 to May 31 of each year. You can pay for both vehicle stickers and the annual hauling fee via electronic payments using TCEQ's ePay system. Go to instructions for making electronic payments for vehicle stickers.

To use TCEQ's ePay system to purchase vehicle stickers:

  1. Go to https://www3.tceq.texas.gov/epay/.
  2. On the right side of the screen on the next page, enter your name and your email and click the "OK" button.
  3. On the next page under option 3, click the link for "WASTE".
  4. On the next page under "Sludge", click the link for "SLUDGE TRANSPORTER STICKER".
  5. On the next page, enter the fee amount. Pay $10 per motorized vehicle.
  6. In the "Customer Name" field, enter the name of your business.
  7. In the "Program Area ID" field, enter your sludge transporter registration number or "new" if you need to obtain a sludge transporter registration.
  8. Click the "OK" button".
  9. Submit both your 00481 or renewal form and a copy of the ePay email confirmation to TCEQ via only one of the methods below.

Sludge Transporter Reporting

Information on reporting requirements for sludge transporters, including record keeping and annual summary reports.

To comply with the recordkeeping requirements for sludge transporters, keep accurate records and file reports on time. Record each waste collection and disposal on a separate trip ticket, and file an accurate Annual Summary Report - Form 00316 each year.

Keep Your Records up to Date

If you transport sludge wastes, you can ensure that your records stay up to date in these ways:

  • Keep up with your trip tickets (also called waste manifests.)
  • If you deliver wastes to "beneficial use sites," keep the additional documentation needed for this activity.
  • Watch for discrepancies between the information in your records and the wastes you transport.

File Your Annual Summary Report on Time Each Year

As a registered sludge transporter, you must file an Annual Summary Report, TCEQ-00316 by July 1 each year. This report summarizes the waste that you transported from June 1 of one year through May 31 of the subsequent year. Each line of the report shows the total amount of each type of waste transported to a receiver during that reporting period. Use your trip tickets for that reporting period to get the information needed to complete your ASR, but do not list each trip ticket on the report.
