Wastewater Discharges from Concrete Production: Am I Regulated?

Find out if your ready-mixed concrete plant, concrete products plant, and associated facilities need coverage under the General Permit TXG110000 to discharge water.

TCEQ has reissued the Concrete Batch Plant General Permit No. TXG110000, with an effective date of November 7, 2021.

Facilities Likely to be Regulated

This permit regulates discharges of facility wastewater and stormwater associated with industrial activities from ready-mixed concrete plants, concrete production plants, and their associated facilities.

If your facility is classified as one or more of these Standard Industrial Classification Codes   (SIC Codes):

  • 3271 Concrete Block and Brick;
  • 3272 Concrete Products, except Block and Brick; or
  • 3273 Ready-Mixed Concrete;

And you plan to discharge the following to water in the state of Texas:

  • stormwater that comes in contact with any raw material, product, byproduct, co-product, intermediate or waste; or
  • wastewater, other than from domestic sewage, (also known as "process wastewater");

Then you may qualify for coverage under General Permit TXG110000.
