Oil and Gas Wastewater Stakeholder Group
Below is a record of the historical stakeholder involvement in the TCEQ’s Oil and Gas Wastewater Stakeholder Group. As of June 17, 2021, any further stakeholder involvement regarding the TCEQ’s implementation of House Bill 2771 will occur via the TCEQ’s Water Quality Advisory Work Group (WQAWG).
TCEQ's schedule for implementing House Bill 2771, 86th Legislature 2019, relating to delegation of wastewater permits for oil and gas facilities.
House Bill (HB) 2771, 86th Texas Legislature, 2019, required that the TCEQ submit a delegation request by September 1, 2021, to seek authority from the United States Environmental Protection Agency (EPA) to issue federal permits for produced water, hydrostatic test water, and gas plant effluent discharges resulting from certain oil and gas activities into water in the state. Upon delegation of authority from the EPA to the TCEQ in January of 2021, the bill transferred state permitting authority for these discharges from the Railroad Commission of Texas to TCEQ.
