This page provides quick access to complete texts of Texas air quality plans. Click the title of the plan for more details (where available). All air quality plans, including those that have since been superseded, withdrawn, or deleted, are included here for reference. Information is organized chronologically into the following categories:
Proposed SIP Revisions and Public Hearing Information
The Texas Commission on Environmental Quality (commission) offers public hearings to receive testimony regarding proposed SIP revisions. The hearings are structured for the receipt of oral or written comments by interested persons. Open discussion is not permitted during the hearings; however, commission staff members are available to discuss the proposal 30 minutes prior to each hearing.
Persons who have special communication or other accommodation needs who are planning to attend a hearing should contact Jamie Zech, Air Quality Division at (512) 239-3935 or 1-800-RELAY-TX (TDD). Requests should be made as far in advance as possible.
Written comments on proposed SIP revisions may be submitted through the eComments system during the public comment period.
A SIP revision is made up of a narrative section, which is like a summary report, and typically will consist of various rules and agreements to legally fulfill what is written in the narrative.
Only one SIP exists for each state. For Texas, this document was initially approved in May 1972. Rather than rewriting the entire SIP each time changes are made, parts of the SIP are simply revised as needed.

This section lists agreements entered into by the TCEQ that pertains to the State Implementation Plan. Agreements include Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), and Agreed Orders (AOs).
Date : The date the plan was formally adopted by the TCEQ (unless otherwise noted).
Title: Abbreviated title of the plan. Clicking on the title brings you to a Web page with additional information about that plan (such as proposed versions, responses to comments, appendices, associated rulemaking documents, etc.).
Rule Log Number: Official Texas Register Rule Log Number (where applicable)
PDF: Acrobat Portable Document Format version of the plan.
