The TCEQ must consider all TMDLs that have been adopted by the commission and approved by the U.S. EPA in all permits it issues under the Texas Pollutant Discharge Elimination System (TPDES). The TCEQ must also consider the most recent Index of All Water Quality Impairments when developing and issuing a permit to discharge to waters of the state.

What Segments Are
Texas has more than 11,000 named water bodies. The TCEQ has divided most of the perennial (always flowing) streams and the lakes, wetlands, and estuaries that have large areas or are of major public interest, into segments. A segment is a water body, or portion of a water body.
Segments are used for several management activities, such as the designation of site-specific uses and criteria, assessment of instream water quality, issuance of permits to discharge into state waters, development of TMDLs, or allocation of grant funds.
Segments are aggregated by basin. Texas has 23 major river and coastal basins. See Hydrography Data and Map-Based Viewers for links to GIS-based data viewers and GIS water data layers.
