Keyword Index to Air Permits by Rule

A permit by rule is the state air authorization for activities that produce more than a de minimis level of emissions but too little for other permitting options. To make sure that you properly claim all permits by rule that pertain to your business or other operation, look in this index for the equipment, processes, or facilities that you use.

To find out whether your facility is covered by a permit by rule (PBR):

  1. Make sure that it meets the general conditions found in Title 30, Texas Administrative Code (30 TAC), Section 106.4 .
  2. If so, search the list below for:
    • the type of facility;
    • each process you will carry out—for example, “mixing” or “coating”;
    • each type of equipment you will use—for example, “laminating press” or “grinder”;
    • each material you will use—for example, “plastic” or “wood”.
  3. For each item you find in this list, follow the link to a Web page that briefly explains the relevant PBR, summarizes its requirements, and links to the relevant rule.
